Councillor Clive Justus, the City of Cape Town's Mayoral Committee Member for Utility Services, said the Council has a policy that strictly forbids Solid Waste personnel and other service personnel from asking residents for 'Christmas boxes' and donations. Members of staff have been informed that anyone found to be transgressing this instruction will face disciplinary action.

"Problems have also arisen where people posing as Council staff have asked for money, sometimes rudely and aggressively. They have also threatened that refuse will not be collected if the demand is not met. Council will not tolerate such behaviour, even among our own staff and have accordingly instructed all staff that soliciting for 'Christmas boxes' and donations is forbidden", Councillor Justus said.

It would be appreciated if residents could report any instances of soliciting by Council staff on 086 010 3089 during office hours, 08:00-16:30. Apart from the date, time and place, it would be appreciated if the staff member's Council identity number and/or vehicle registration number could also be provided. Such reports will be investigated immediately and, where residents are willing to testify, we will be able to prosecute offenders. If a person is masquerading as a municipal official, please report the matter to the SAPS.
