The Observatory Civic Association (OCA) works in Observatory as your civic voice. It represents those who live and work in the suburb. Its strength is derived from the involvement of individuals. Membership is a key part of the organization.
The OCA covers the area bordered by the M5, N2, M3 and Browning / Rochester. The residents of the Falmouth, Kotzee, and Molenvliet areas please note that though until the 1990's this area fell within Mowbray it is now for policing, postal and civic purposes Observatory.
The OCA meets on the second Tuesday of every month at 6pm in the Community Centre (corner Collingwood and Lower Main Rds - enter from Collingwood Rd). All meetings are open meetings and you are welcome to attend and contribute.

Since getting the parking lot revenues working for us and not against us, we are in the happy situation of having a small surplus each month. We first decided to build up a healthy reserve of funds - to which end we opened a Market Link Account for maximum interest. We have now reached a comfrotable level and are starting to disburse some funds to worthy causes.

| The City of Cape Town has drafted a new by-law to stop the spread of graffiti within its area of jurisdiction.
Once approved, the new by-law will enable the City to prohibit the spread of graffiti via the establishment of a specialised Graffiti Control Unit. It will also provide for the removal of graffiti and the restoration of surfaces affected by it.
